They're a standard part, available from a lot of suppliers in various
brightness ratings.  I got mine surplus from a friend who had some
leftover from a project.  They're just the bare LEDs, though -- no
housings or anything.  I don't know if anyone makes something
pre-assembled that would work well in a van, though flashlights that use
these are readily available now.  I don't have the specs in front of me
but if I remember right the power consumption is about a quarter watt per
LED (50 mA @ 4.8V).
