I have the wiring but no switch.  Under the dash in the front to the right of
the steering column is a plug that it should go into but it has the wires
taped around it but is empty.  In the engine compartment is a wire inside the
left side wire distribution box and a plug that is hanging from the wiring
harness on the left side.

What does the switch do and should it be there?
