Subject:Rust on metal shelf that where propane valve is

How do you get rid of rust that is on the metal shelf under westy where
propane values are.  I sanded off rust, then painted with rust-lenolum a
couple of times. Now 1 yr later the rust is back.  I thought this
rust-lenoleum paint was suppose to prevent rust.  Anyone have rust in this
area and how do you prevent?

Also I have rust on bolts on poptop.  I sanded them, primed them and painted
white.  Rust has popped back on them too.  CAn't figure it out?
