How about the bedliner material used in pickup trucks?  You can get it at
hardware stores and K-mart.  If I had a tank (which I don't) I would use a rust
treatment or sandblast it first, then a big ol' thick coat of bedliner.  Or,
you could even use the self-adhesive roof flashing -- that stuff is really tough.
