There's another reason for that headspace in the tank.  Propane expands with
increasing temperature to compress the gas in the headspace.  Just because
that volume reduces to zero doesn't mean the expansion of the propane liquid
stops.  Sufficient pressure can rupture the tank.  Not good for children and
other living things.
