Having watched the video, I think the tires were weighted on one side and
positioned with the heavy side up.  That way, when nudged, they'd seek a
lower energy state by rolling up the ramp.

They don't have to outweigh it by themselves, if it's already partly
counterbalanced.

The news reports I saw about this video claimed no CGI was involved, and I
find that claim reasonable.
