I found a bit more about the River Rest campground.  According to a hand-drawn map I found, it's on the South Yuba River, and the office can be reached at 530-265-4306.  The only address I have is P.O. Box 40, Washington, CA, 95986.  If Washington, CA is what I remember it to be, it's not much more than a minimally stocked market, post office, and possibly a gas station.

But the campground is reasonably nice.
