That second location is for a rear fog light.  The European models have a
lens there, the DOT/POS models have a reflector there.  The connector for
that position is in the connector?lamp base but doesn't have a contact for
the lamp.  You can make one and install another lamp/bulb in that location
but the result won't be what you might expect.  The reflector doesn't make
for a very good lens.  The VW foglight switch has two positions.  FRONT+REAR
and REAR only, which of course could be wired to be a "FRONT only"   If you
live in Tucson you probably don't need the rear fog.  If you live in Arcata
or Attu then ... well you get the idea.
