The 2 bolts can be removed with vise grips. Get a new pair of USA made
ones so that the teeth will be sharp and the pliers won't flex too much.
Hit the heads of the bolts a few times sharply with a hammer first. I
have pulled many dashes and never drilled any of these bolt heads.
