thats from water (or salt water, if you live near the beach, etc) getting
trapped under your worn, not tight anymore, window seal.  remove the seal and
glass , grind/sand down the rust, treat it, prime and topcoat, and then reinstall
a NEW seal that is tight and wont let water seep under the edge.
