FWIW, my original VW Vanagon brochure shows the curtains with the bottoms
tucked behind the plastic coated wire, not with the wire threaded through
the bottom of the curtain.  My curtains currently have the wire threaded
through the bottom of them and work OK, but do bunch up sometimes and are
hard to tie completely back out of the way.  However, I've never tried them
with the bottoms loose, so I don't know which way is better.
