My GF had a similar problem on her 94 Golf.  Never did figure it out.  Try
vwvortex.com - there is an A3 specific forum there.  Also try the newsgroup
rec.autos.makers.vw.watercooled (or something like that).  You can search
using Google groups w/ out joining the newsgroup.
