Because the typical VW owner is ONE CHEAP #$*&#)*&.

it's also a very complex operation. Aircraft owners don't mind paying $10k
for an engine rebuild, getting the TYPICAL VW guy to cough up over $2k for a
set of cylinders would be an experience to say the least!

there are those that are willing to pay, but they are WAY in the minority (I
just spent $2k for my engine's cylinders).
