If you are a real cheapskate, and your wiring is not too bad, try new bulbs. I replaced my headlamps (7" round, 1985 year) with Sylvania Xtra Visions (H6024XV). They are plenty bright -- no better or worse than the average car. Total cost was around $20 at FLAPS.
