I am working from the ever fading memory of an '84 I had some years ago, but.
. .

If you are certain that the headlights AND the wipers are not functioning
during this condition, the next time this happens allow it to run and see if your
headlights will flash.  If so, you need a new ignition switch.  Considering
the other weirdness you described, I would change the ignition switch even with
no further checking nor validation.
