If anyone does you wrong on E-Bay it is not just your right but an
obligation to give negative feedback. E-Bay does not want anyone using their
service to "rip" people off.

Since he has never been given any negative ratings people see him as honest
and up right and E-Bay can not do any thing to stop him from using their
service. So if you know for fact he has cheated you and will not make it
right GIVE HIM NEGATIVE FEEDBACK! If you did not have the courage to rate
him then don't complain NOW!
 Negative feedback is the only way to keep out the crooks!
