2.  If you're stuck with 270 air conditioning (2 windows down and 70
mph) you might take along a couple of spray bottles filled with water.
They make mister bottles but almost any spray bottle will do.  Spray the
air in front of your face for some primitive swamp cooling.

3.  Drive naked whenever practical.
