Yes, the cable will connect to your 2wd speedometer.

Percentage "off" depends on speed. Cable is wrong length, too. You can't
use the 2wd speedometer in a Syncro.

You'll need another 1850 speedometer. Approx $160 new. You should be able
to find a used one.
