Rob,

You're not.  As I said before, without using a belt tension gauge it is a
matter of feel.  Snug it up a bit, but don't go gorilla on it.  It helps to use a
lever, NOT to gain a huge mechanical advantage, but more to hold the PS pump
in place while tightening the adjustment stay fastener once the correct
tension is achieved.
