The product called por 15 is known to stop rust after you wire brush away
any loose rust. But you need to do both sides of the metal AND it is not
cheap stuff. But it works great.

I've used it and it does work wonders. You can use a roller or thin it and
spray it on. It's black but then you can spray your original color over
that.
