Dave,
     These can be fixed.  Pick at the green coating  and you
should find an area where the fine wire inside is burned
opened.  Use a soldering iiron and a small  piece of 18
gauge solid wire to bridge the gap.  Cover the entire
resistor with epoxy.  Good as new.
