Hmm, interesting that you consider it insulting that this device might exist
in South Africa but not here.  An insult to the US or to South Africa?

Car theft is a much greater problem in South Africa than in the US.  If this
device does exist there, it might be a disgrace to them because it's a clear
sign that this is a problem they have had to deal with far more than we
have, so they have had to invent a device to combat it.

That being said, it does sound like a useful device.  If you hear of one,
please let me know!
