sounds like the handle to a floor jack of some kind. Judging by the solid
bar-stock handle, probably a nice one. Dunno what use it is without the
jack, though.

Sounds like a starter banger to me.
If the tube fits over your lug wrench it might be a cheater bar for removing
lugs.
If your Van is like mine it might be a prop for the rear hatch.
