I had the same problem with my '84 Westy.  What I did was drill small holes
in the cardboard and used small black zip ties to fasten the cardboard to
the vertical bars on the radiator grill.  I tried to get the holes as close
to the top of the horizontal fins as possible so you can barly see the zip
ties.
