Methylene Chloride.

Easiest way to get it is go to a Plexiglass distributor, it comes in metal
cans and is used as a plexiglass solvent/glue. Just tell them you're gluing
polycarbonate, it's a controlled substance but you can still get it if you
don't say the wrong things.
