I also say to try Steve's locks.  We are having similar problems on our new to us Westy that is having lock problems - we have two different keys and the locks aren't keyed the same and you have to turn the keys different directions to get them to work - a real pain.  He responded immediately and has been very helpful with lock removal, etc., even though my husband hasn't taken the locks off yet and probably won't for awhile.

He seems to be extremely knowledgable with regard to Vanagon locks.
