I'm reasonably sure that the shiny tops you're seeing are either:
Polished with Marine Fiberglas polish/wax. You can get some excellent stuff
at West Marine. It removes all the ugly oxidation.
OR; The van has been repainted and the person had 'em paint the poptop. Paint
will stick to one, especially if it's well oxidized.
