Naval jelly is a rust REMOVER.  not a rust converter like rust
mort/extend/etc.
a rusty rurface properly coated with extend will keep rust from forming
again.  naval jelly doesnt do that.
as far as rinsing it off, i just wipe with a very lightly damp rag, or even a
rag damp with thinner. . no need to "rinse" it with water.
