Just failed my smog test with my 85 Westy, both emissions tests and the fuel filler cap too.
Here are my results:

15 MPH Test
HC  221  Max allowed 131
CO  0.87 Max allowed 0.82
NO  1970 Max 1085

25 MPH Test
HC  193  Max allowed103
CO  0.77 Max 1.10
NO 1577 Max 1120

This was at a Test Only Station, the tech said he thought that a new Cat would probably help it pass or at least it would be a fairly inexpensive attempt before going to more extreme lengths.
The guy seemed to be a pretty straight shooter. He also stated that the exhaust smelled stale, whatever that means, and it was probably due to a really old Cat.

What do ya'll think? Need more info from the test?
