I have an '85 GL (non-Westie) and I CAN get at my antenna from the
outside.  Maybe it's a dealer installation option?

Looking from outside, my antenna is on the front slope (driver's
side) about 6 inches below the windshield and about an inch to the
right of a metal seam.
