on my '85 vanagon, the #12 fuse (which controls the reverse lights and horn)
was missing.    so i replaced it..and the horn starts beeping whenever i turn
the steering wheel.

so i did the following:

-removed and replaced steering wheel with one that had a good brass ring on
the back
-replaced turn signal stalk assy w/ one that a good brass contact on it

anyway it still beeps when i turn the wheel..

any ideas?
