A summary of my weird turn signal problems:

I replaced the flasher relay with one from the FLAPS. It now blinks
the outside lights, but at about 2x the speed. The indicator LED is
still about 10% lit when it should be dark. Something is fishy.

Leading candidates are poor grounding and something in the steering column.

The fuses are fine. 
The hazards work properly.
I redid half of the grounds behind the fusebox, need to get to the
second grounding cluster this weekend.

Ideas?
