You can get all kinds of SS goodies at West Marine:
http://www.westmarine.com/webapp/wcs/stores/servlet/CategoryDisplay?catalogId=10001&storeId=10001&categoryId=12354&langId=-1&subdeptNum=355&storeNum=13
as well as items, while marketed for boats, have applications for us.
As to the drain holes on the luggage racks, rather than hoses, glue a filter cone
washer, used in inlets to washing machine hoses, into the drain holes from the bottom.
Or glue a piece of screen to the holes from the top. Anything to keep the debris out.
