The TS are seeking a ground through the other circuits.
You either don't have the ground clean enough or you possibly cleaned
the wrong ground.

You do know that there are two ground terminal lug plates under the
dash--right??
Look beyond the one you see first.
There's another one up in front of it that you can just barely get to
while standing on your head.
