The 3rd stage relay is mounted in a somewhat hidden location above the
main relay panel and over against the body, below the left end of the
windshield I would guess that your problem is possibly the ground wire
for the relay rather than the big fuse or relay itself. The ground plugs
into one of the common ground point circles. You may want to remove the
cover over the instrument cluster so you can see down in there.
