I've travelled with an 84 Westy (with a skylight) on BC Ferries and have not been charged overheight rate. Also, check with Trevor aka the skylight guy...he lives on the Sunshine Coast and takes ferries all the time, he may have an idea or two on how to add a skylight to a 1980-83 westy.
