In one of these small AC unit manuals it states that you can cause damage to the 
unit if you turn it on and off more than 3 times in an hour.  It specifically says not to "power down"
Or restart without waiting at least 3 min if the power goes off. 

My question is if the compressor cycles on and off based upon the thermostat. 
What is the concern?
