I don't know about all tire shops nowadays, but at Costco, I have watched
the manager check the torque wrench applied by the tech on each wheel of my
Westy after installing the new tires or when rotating them. Everytime!

p.s. Had to take the front wheels off recently to put new caps on my alloys,
pulled out my 300 lb. Torque wrench & checked all wheels-they were right on
spec.-123+- ft/ lbs.
