I refinished mine a three months ago.  I took it in to a propane place to
get it checked out before I went throught the trouble of refinishing it.
They sait that it was fine.  I then stripped it down with wire brush and
drill and took a dremell to get the tough to get rust spots and then used
POR-15 to coast the whole tank.  I sand blasted the rock shield as it had
significantly more rust than my tank.  It now looks great.
