I would suggest a bottle of STRONG fuel injection cleaner in the tank about 200 miles before the testing.There are so few smog devices on the vanagon, I dont see how any of them pass.The computer and fuel injection system must be the primary devices(besides the catalytic)for emissions.Make sure they all work proper,and your secondary ignition is in top shape,including the ignition timing.Good luck
