A water pump can rotate freely without leaking, yet be defective; it can have excessive axial float or else the impeller can shift away from its intended position. Either condition can reduce the volume of coolant flow. Before the fan belt queefed out, on startup did you ever hear what sounded like belt squeal although the belts were properly adjusted? I am glad to see that you posted a follow-up. It is helpful to know which of the many possible suggestions which follow a request for help is the correct conclusion to the problem. George
