There was a big special on one of the pbs stations on this myth a few years back. The car companies (not oil companies) did buy up quite a few that showed that they werent frauds or snake oil. That was very few of them in total. Chrysler and ford both said they purchased over a dozen each for the ownership and tested many others to verify that they were fake, or dangerous to the vehicle. Some of the ones they bought lead to design of newer carburators and more efficient injectors systems. Others were not "commercially" viable. What that meant was that in order for the system to work correctly it had to be individually tuned to each vehicle. Chevy said they buy a couple of designs a year that they see on the web and hear of to test out on vehicles. Most were pure fake, and others have their claims stretched way beyond reallity. When asked what would be a guide on buying a fuel saver device, they all said if it was real they would be selling it. My way was to put in a 90s subaru engine. Far superior fuel management to the original 80s technology in my original air cooled engine. 13/17 (14) mpg (air cooled) to 18/20 (19) mpg (subie actual in my vanagon) 857 gal/12k miles to 631 gal/12k miles for almost a 220 gallon per year difference. In my case I have already paid for most of my engine cost with gas savings in the 3 years I have been running the newer engine.
