For the rear heater, is it turned on?  Remember that there is a valve on the
rear heater that must be adjusted to the open position for hot cooling fluid
to flow through it.  And the same for the front.  It sounds like the valve
down below, hidden behind the spare tire, is not opening all the way. either
a valve problem or (more likely) a problem with the cable from the dash
controls that opens and closes the front heater valve. Worst case is a
clogged front heater core.
