Used tires can be studded, but not every shop is willing to do it and the studs will not stay in as well as they would had they been installed when the tire was new.  I have Nokians that are on their fourth winter and they still have almost all of their studs.  Lessor quality tires typically lose as many studs as my Nokians did in their first winter, and used tires that have studs installed usually will lose them even faster.
