Anybody know if you can use studded tires in Calif?

Or what states permit them?

studs will not stay in as well as they would had they been installed when
the tire was new. I have Nokians that are on their fourth winter and they
still have almost all of their studs. Lessor quality tires typically lose
as many studs as my Nokians did in their first winter, and used tires that
have studs installed usually will lose them even faster.
