Has anyone used International Title ( http://www.its-titles.com/ )?

Anyone have a better recommendation?

I have an '86 Scirocco with a bill of sale but no title.  I've lost contact with the seller, but he wasn't cooperative even when I could contact him.  I don't understand people like him.  I verified that he is the legal owner of the car, but he wouldn't get a duplicate title and sign it over.
