 would not reccomend painting them while ON the van.  you will get runs,
drips, and overspray all over your rotors, and van.

 if you dont want to remove the tires, at least remove the wheels from the
van, one at a time, if you need to.. prep them thoroughly, wash them, let dry,
then mask off the tires w/ tape and newspaper..
