I don't doubt this, but I think you were cheated. The Manchester 3
gallon tank filled to 80% is only 2.4 gallons. I have filled many
different Westy tanks at a places near me and it always is  2.5 gallons
plus or minus a tenth or 2. I have even purchased new tanks and filled
them from dead empty. There is no way to get more than that in there
except to measure wrong. Here in Calif the penalties and enforcement for
cheating a customer must be too onerous for the filling stations to risk.
