Pretty sure the problem is the tires.  They flex too much when pulled by hand.
Other bus tires are stiffer.
I did tighten one set off wheel bearing 1/8 turn.
But overall problem must be the tires.
They are truck tires stiffer than car tires but not as good as others.

If there is a worn part that lets the front in sway what is it?

The sway bar and arms & are there.
I've changed the upper ball joints before.

The tires are pretty good.  They are truck tires with stiffer sides than car tires.
The shocks have been changed.

I'm thinking I should check the upper A frame bushings.

Could the springs be too soft?
