Most headlights are having this milky look. I use denatured alcohol to rinse them with and they look like new again. I leaned it from Bob Kaizer. The light are ten times brighter. Take out the headlights, take the bulbs out, fill in each about a quarter of a cup alcohol, shake it baby for a minute then let it all out. Don't assemble it rith away. Let it sit for a day, let it evaporate all. Otherwise, you will have some left in there and it would show on the lense after you sealed off the glass with the bulb.
